Normalize number format

Remove spaces, dashes, brackets, repeated headers, and obvious invalid content before import.

Review region counts

For US numbers, group by state or region first, then decide which regions should be exported.

Control package size

App B can split usable numbers by package count or per-package size for cleaner delivery.

Do not treat grouping as validity testing

Region filtering organizes assignment data. It does not guarantee current reachability or live user location.
